FRC Collection

The UConn Law Library has collected, to the extent possible, the decisions of FRCs throughout Connecticut and made them accessible from one location on the Connecticut Digital Archive.  The index may also be downloaded there.  This collection is a work in progress, and we are uploading opinions as we continue our efforts.

State FRC Law

In 2022, the General Assembly passed the Fair Rent Commission Act, which now requires towns of 25,000 or more residents to adopt an ordinance creating a Fair Rent Commission by July 1, 2023.  Each town's FRC will be tasked with investigating, conducting hearings, and receiving complaints related to rental charges.  The statute provides a list of considerations for the FRC to use to determine whether "a rental charge is so excessive, with due regard to all the circumstances, as to be harsh and unconscionable."  If the FRC finds a charge to be excessive, it may order the landlord to reduce the rent, phase in the increased charge over time, or delay any rent increase until repairs have been made.
