Proposed and final regulations are first published in the Federal Register and in the notices section of the Official Gazette of the U.S. Patent and Trademark Office: Trademarks (latest 52 weeks online).

Agency Decisions

When a trademark application is submitted to the U.S. Patent and Trademark Office, it is reviewed by an examiner, who determines whether the application meets the requirements for federal registration.  A final refusal of a trademark application may be appealed to the Trademark Trial and Appeal Board (TTAB).  The TTAB also conducts "interference" proceedings when there is a conflict over trademarks that closely resemble each other.
